Gibbs set for Sharks return, Tupou out for 4-6 weeks

Cronulla prop Bryce Gibbs is set to return from a thumb injury after being named as starting prop, pushing Paul Gallen back to lock.

Anthony Tupou has been ruled out with a leg injury and will be missing for 4-6 weeks.

Halfback Chad Townsend picked up a sternum injury playing NSW Cup last week.

DISCORD #21: Solution to anti-tampering rules & Four Corners story

CANBERRA officials remain convinced that Josh Dugan is joining Sydney Roosters in 2012. So what recourse do they have if he does?

Discord is pretty disturbed that a club can (theoretically) break what is left of the anti-tampering rules by securing a player two years out, be caught, and still get away with it.

But what is the solution? Any system which allows a club to cry wolf and therefore have 'wolves' banned arbitrarily is bound to be abused.

If Manly didn't want Keiran Foran to join the Warriors in 2016, they could just claim they heard rumours of an offer and the Warriors would be discounted from EVER signing him!

But surely there is a better system than the current one, which has seen the Roosters spend a year denying they had signed Todd Carney only for them to save the money they would otherwise have spent on a media conference by eventually, quietly, confirming it.

I'd like to see the NRL appoint an investigations officer for improper recruitment practices. It's one thing to deny a signing in the media but it is another to deny it officially to the governing body.

Under the system, Canberra would complain to the NRL that they believe their player has been improperly approached and has even signed a letter of intent.

The investigations officer would interview the Roosters, Raiders, Dugan and his manager. The officer, perhaps a retired policeman, would not have civil powers but he would have the same power as the League judiciary in the event he is lied to. That is, he could suspend or fine players and fine or deduct points from clubs. He or she would also be able recommend agents be deregistered.

Should the investigator be satisfied there were no underhand dealings, he would close the case - pending where the player eventually went. However, if his or her suspicions were raised, the case would remain open and all talks between the player and the suspect club would be monitored by the NRL.

If Dugan was to eventually sign with the Roosters, the officer would re-open the investigation. If documentary proof of an illegal approach was found, the punishments above could be instituted.

You might say the investigations officer would have no hope of ever finding any evidence of a handshake deal. But there is arguably a bigger incentive here for whistle-blowers than there is in the case of salary cap abuse. But as we have seen with Ian Schubert, just catching one big fish, once, would make everyone sit up and take notice.

OVER the past 48 hours I've had some dealings with Four Corners, who as we all know are preparing a story on rugby league.

Today I did an interview with them at Rugby League Week headquarters and as you expect, I tried to do a "reverse interview" to find out for Discord how their story was shaping!

I can't tell you much.

But despite what a lot of people believe, Gold Coast is not (yet) the target of the report. The program also does not seem to believe News Limited is guilty of any high-level wrongdoing.

What they do seem interested in is the size of the pie in Australian rugby league, the quality of policing of the salary cap and whether cheating is widespread. I would hazard a guess that they have not uncovered any widespread cheating yet, although I wouldn't bet against them uncovering isolated examples.

And as for the rest, we'll just have to wait until the program airs!

THANKS to reader Zac with his comments about international availability. You'll notice that South Sydney is now considering releasing Sam Burgess to play for England.

Zac, Anthony Tupou never actually played for Tonga. He didn't appear in the World Cup lead-up game against New Zealand and travelled to Tonga the previous year to support his brother Will who turned out in the red jumper.

But you are right in saying that second tier countries now have a meaningful program and players should be encouraged to stick with them.

However, the downscaling of the European Championship to just four teams this year is a real concern and goes against this trend. Tonga-Samoa, too, is just a curtain-raiser at Parramatta Stadium during the Four Nations.

I think a little more needs to be done to build up these programs before we can seriously expect someone like Jarryd Hayne to choose Fiji over Australia.
