The NRL has issued a statement about the right of teams to decline to attempt a conversion after scoring a try.
The statement is as follows:
"The National Rugby League has today sought to end any doubt over the right of teams to decline a 'conversion', following (Sunday's) match between the Tigers and the Panthers.
"Further reviews today confirm the official International Rule Book is 'silent' on the issue of whether a conversion must be taken. It is clear that if a conversion is attempted then that attempt cannot be by way of a 'drop-goal'.
"Effective immediately, referees at Telstra Premiership level will adopt the interpretation that a team may decline a conversion attempt, but that it can do so only by way of the team captain approaching the referee and informing him of that decision.
"There will also be a submission made to the RLIF through the ARL that this process be adopted at an international rules level."
Wests Tigers made it six straight wins with a 25-24 victory over Penrith Panthers at CUA Stadium in round 11 of the Telstra Premiership in front of a crowd of 17,337.
The win moves Wests Tigers into third place on the competition ladder. It was the first time Wests Tigers had won at Penrith since round four, 2002.
Penrith second-rower Frank Pritchard was placed on report in the second minute for a swinging right arm on winger Daniel Fitzhenry after he defused a bomb.
A break in the 10th minute by centre Dean Collis down the right wing went astray when he threw an inside pass to Penrith full-back Rhys Wesser.
Some good defence by Wests Tigers saw Penrith centre Michael Jennings tackled just inches from the tryline in the 15th minute.
A break down the left hand side on the last tackle by centre Paul Whatuira went unstuck when winger Taniela Tuiaki dropped an inside pass 20 metres out from the Penrith tryline in the 17th minute.
Wests Tigers had a definite try go begging when lock Dene Halatau spilt a perfect cut out pass by half-back John Morris under the posts on the last tackle in the 19th minute.
The mistake proved costly as Penrith scored in the next set of six.
A Luke Priddis kick infield saw the ball bounce horribly for second-rower Chris Heighington. Penrith forward Frank Puletua placed his hand on the ball at the same time as Heighington, forcing referee Jared Maxwell to send it to video referee Steve Clark, who ruled try.
Winger Michael Gordon converted for a 6-0 lead after 22 minutes.
Penrith were denied a possible tryscoring opportunity in the 25th minute when Maxwell called a forward pass from Wesser to winger Nick Youngquest on the half-way line.
Nine minutes from half-time, Wests Tigers hit back with a try to five-eighth Liam Fulton off a Morris crossfield kick near the posts on the last tackle.
Hodgson converted for a 6-6 scoreline 7 minutes from half-time.
Five minutes before the break, a pass by Collis to Fitzhenry just before the half-way line saw Fitzhenry spot a gap to beat two defenders before putting on a big right step past Wesser to score under the posts.
The try was Fitzhenry's 40th for Wests Tigers. He holds the club record for most tries.
Hodgson converted for a 12-6 lead four minutes before the break.
A darting run by Morris 10 seconds before half-time saw him held up over the line. On the next play, hooker Robbie Farah kicked a field goal from in front to give Wests Tigers 13-6 lead at half-time.
For Wests Tigers, Heighington leads the hit ups with 8 from Bryce Gibbs (6) and Todd Payten (5).
Wests Tigers have completed 17 of their 23 sets. Penrith have completed 13 of 17 sets. Wests Tigers have made five line breaks to Penrith's none.
2nd Half Penrith hit back four minutes after half-time when the ball was spread right through Wesser and five-eighth Peter Wallace for Gordon to score in the corner.
Gordon converted his own try to leave Penrith trailing 13-12 after 46 minutes.
Gordon was then placed on report for a lifting tackle on Morris in the 48th minute.
From the penalty, Wests Tigers went on the attack 30 metres out but to no prevail. A grubber kick on the last by Farah gave the Wests Tigers a repeat set of six. The pressure on Penrith was released when Whatuira dropped the ball looking to pass inside.
Referee Maxwell called on the video referee again to rule if winger Chris Lawrence was onside from a Farah grubber kick behind the defence. Clark ruled fair try to give Wests Tigers a 17-12 lead in the 54th minute.
It was Lawrence's fifth try in four games this season. Lawrence is backing up from representing the NSW U19s against Queensland last Wednesday night.
Hodgson converted from the sideline to give Wests Tigers a 19-12 lead with 25 minutes remaining.
Maxwell then disallowed a Penrith try after ruling a forward pass.
A drop ball by Penrith centre Michael Jennings in the 20th minute saw Wests Tigers capitalize. On the next tackle, Hodgson ran acrossfield to show the ball before giving a perfectly timed short pass to send second-rower Ben Galea over for a try.
Hodgson converted for a 25-12 lead 17 minutes from full-time.
Penrith looked set to score in the right corner 14 minutes from full-time until lock Nathan Smith dropped the ball just metres from the tryline.
Wests Tigers were denied a try two minutes later when a pass from Gower hit Morris's right arm. Morris picked the ball up and gave to Collis who raced 40 metres to score only to be called back.
Penrith moved a step closer with a try to replacement Geoff Daniela out wide after sustained pressure at the Wests Tigers tryline. Wallace converted to leave Penrith trailing 25-18 with six minutes remaining.
A try to Penrith winger Nick Youngquest in the corner 40 seconds from full-time made it 25-22. Wallace then converted from the sideline for a 25-24 scoreline as the siren sounded.
