Guideline issued for kicking at the ball in defence

The Rugby League International Federation has issued a guideline for referees concerning any player who attempts to prevent a try being scored by kicking at a ball in possession of an attacking player.

International Laws of the Game allow for referees to penalise the action under: "Section 15, Player Misconduct ??(i) behaves in a way contrary to the true spirit of the game."

It will be open also, depending on the severity of the action, for the player to be charged with Contrary Conduct.

"It is a potentially dangerous act and we have advised the Australian team and indeed all teams of the action we propose to take," The Chairman of the Rugby League World Cup Appointments Board, Mr Michael Stone, said today.


Matai charged by Match Review Committee

New Zealand centre Steve Matai has been charged with making a Careless High Tackle on Australia's Paul Gallen in the thirteenth minute of last night's match at the Sydney Football Stadium.

The Match Review Committee, comprising of Tournament Match Commissioner Greg McCallum, Ron Massey and Mark O'Neill, met this morning to determine the charge.

The Match Review Committee has recommended a one-week suspension for the offence.

vi. A Player issued with a notice of charge will have the option to either:

i. Plead guilty to the charge;
ii. Plead guilty to the charge, however challenge the imposition of the penalty proposed; or
iii. Plead not guilty to the charge
vii. Where a player undertakes either ii. or iii. Above the charge shall be heard by an International Federation Disciplinary Panel.

A player will lodge his plea by 5.00pm on the day following the charge (in this case 5.00pm Tuesday, October 28).

The International Federation Disciplinary Panel will have the right to hear the matter and will not be bound to the recommendation of the Match Review Committee or any established points system. It may however take these into account as a guide should it so choose.

If a hearing were to be needed, it would take place at 6.00pm on Wednesday in Sydney.

Any suspensions are to be served firstly during the tournament and if necessary will be completed during that player's domestic competition.
