Chester will be replacing departing head of youth development Lee Crooks whom asked to leave the club following an approach from another club.
Former utility player Chester, 30, enjoyed a highly successful 10-year playing career with Halifax, Wigan and Hull as well as with Hull KR, before retiring last year due to a neck injury.
"Chris is a very experienced player and a model pro who's very well respected across the sport," says Hull KR chairman Neil Hudgell. "We're thrilled to have him with us and we're very much looking forward to his contribution to Hull KR, its team and our youth development plans. Going forward, this is an important role within the Club, and we're very confident we've got the right man for the job in hand."
Chester added:"It's exciting times for the club, I'm really looking forward to getting stuck into this role, youth development within clubs is something that has always been of interest to me, personally it'll be a great challenge for me."

Source: http://www.hullkr.co.ukUtility player Chris Chester has today announced that he will be retiring from Rugby League with immediate effect after suffering a serious neck injury in the Catalans victory (Friday 1st August).
The former Wigan Warriors and Hull FC player has successfully played 67 games for the Robins since arriving in 2006, and the 29 year old Wakefield born player has enjoyed every minute of his time spent at Craven Park.
"From the very day I went to Craven Park as a Rovers player I have been made to feel very welcome, from both colleagues and in particular the fans. I've enjoyed every minute of my time here and I am sad to be leaving such a proud and prosperous club" Chester commented.
He went on to say: "I am very grateful for the opportunity that Justin gave me and I have met some great people along the way who will remain friends forever. I've never met such passionate fans and they really are a credit to the club. I'm not too sure what I want to do in the future, at the moment I just want to concentrate on recovering from this injury."
Head Coach Justin Morgan added: "Chris is a great character with huge amounts of talent; he's that type of player that turns up week after week and put his body on the line on a regular basis in order to get the job done. You can't buy the professionalism or expertise that he possesses. He will be sadly missed and I wish Chris the very best in his recovery and for the future."
After being an integral part of the squad through the Super League survival days Chairman Neil Hudgell stated: "I would sincerely like to thank Chris for all his efforts over the last 2 years and to wish him well in his retirement. He has been a consummate professional in everything that he has done whilst at the club and a key part of our Super League survival. He was very popular with our fans and I am sure his contribution will be remembered warmly by them."
