The 32-year-old French hooker played for Quins during the 2007 and 2008 seasons making 48 appearances but they were forced to release him due to tighter RFL regulations on foreign players.
In 2010 Rinaldi was player/coach of his home town club, Villeneuve Leopards, but midway through the year signed a short term deal with Wakefield, which was subsequently extended to the 2011 season.
Harlequins head coach Rob Powell said: "It's great to have Julien back on board. He left the club in 2008 more due an RFL ruling than anything else. He's been exceptional for Wakefield this year and will provide strike out of dummy half with his running, passing and kicking game."

Rinaldi, 29, who played France in last year's World Cup and has Captained his country, has been playing country football in Australia after being unable to get a contract because of the new rules introduced by the RFL regarding foreign players.
Bulls Coach Steve McNamara said today:
"There was a need to strengthen the squad at this time and with both Paul Deacon and Wayne Godwin out injured that has out a whole lot of pressure on our halves. They have done a tremendous job but we need to give them and the rest of the team some support. In Julien Rinaldi we have a French International who is comfortable playing either at Hooker or in the Halves. He is very quick, a good offensive player with a good kicking game as well so we are really happy we can get him on board. He obviously had difficulties last season with his nominated status, which prevented him getting a contract with a Super League Club but we are delighted that we have been able to give him the opportunity now."
Speaking from Australia, Julian Rinaldi, who will arrive on Monday, said
"I'm really looking forward to this chance with Bradford. They are a good side and I wasn't ready to leave Super League last year. I felt I could stay on in the competition and so I'm really happy to be back. I've only signed for two months but want to give it another crack, help the Bulls get back up the table and hopefully prove I'm worth a longer contract."
