Ferguson replaces the injured Josh Dugan who is set to miss two to three weeks with a calf injury, with Raiders Coach David Furner confirming today that Dugan's injury has been diagnosed as a nerve problem in his left calf.
The shift of Ferguson to fullback allows Reece Robinson the opportunity to come into the team on the wing.
Other changes for the Raiders include Dane Tilse missing a week with a hamstring strain, which sees Tom Learoyd-Lahrs return to the starting side and Danny Galea coming onto the bench.
The Raiders have also named David Milne and James Stuart on an extended bench, with Joel Thompson (nose) and Daniel Vidot (ankle) to undergo fitness tests later in the week.
Furner said it was positive to finally have a resolution on Dugan's injury and said it was now a matter of preparing for the game this weekend against Penrith.
"Josh has been carrying the calf injury since the Bulldogs trial and our medical staff has finally found the issue and it's a nerve problem in his leg," Furner said. "We know now how to treat it properly and we'll have Josh back in a 2-3 weeks' time. What it does do is give Reece Robinson his first chance of the season and that's exciting for him."
Furner said he had named two players on standby to cover the potential loss of Joel Thompson and Daniel Vidot and they would know more after the Raiders training session on Wednesday afternoon.
"Joel lost a lot of blood last week after copping a nasty knock to the nose and Daniel hurt his ankle slightly while defusing a bomb," Furner said. "We're confident they'll be right to go but we'll just see after Wednesday's session how they pull up."

Source: www.raiders.com.auThe CFMEU Canberra Raiders have named their team for the first round of the NRL season, with an extended 19 man squad named today to take on the Panthers on Saturday night at CUA Stadium.
New recruits Reece Robinson and Danny Galea will get the first chance to impress this year as they have been named on the wing and second row respectively, while Marc Herbert has been given the nod at halfback, edging out Josh McCrone for the Raiders number seven jersey.
Raiders Coach David Furner said Herbert's selection was a result of his work with five-eighth Terry Campese over the pre-season, while Robinson had shown plenty of promise since arriving at the club.
"We've looked at the two trial games and I'm confident in our halves combination. I thought Marc and Terry showed a little bit better combination, but Josh McCrone wasn't far off," Furner said. "I think Reece has been very strong for us early and deserves his crack at the starting spot, he's fitted into our culture quite well and we're confident in him."
The Raiders first road trip of the season sees them taking on a Penrith Panthers outfit that are renowned for their size and aggression in the forward pack and Furner said the final make-up of his side would reflect this.
"Penrith are a very big side so we'll be looking to combat that," he said. "We have some guys on an extended bench in Shaun Fensom and James Stuart so we'll make a decision later in the week."
