YOU might find this hard to believe but there are people who benefit from natural disasters.

Not even the insurance companies, right? You can't think of anyone? I'll tell you who benefits from natural disasters: natural disaster experts!

These university professors, survivors and weather boffins sit by their phones waiting for a natural disaster. It's the only time they have a voice. Sometimes they are on a retainer and actually make a bit of money from natural disasters.

I don't want to be so critical of England coach Steve McNamara as to call his selection of Rangi Chase in the Four Nations squad a natural disaster.

But I guess when it comes to international eligibility rules, I'm the natural disaster expert. I honestly hope the call never comes, however...

Here goes...

The main points I want to make are pretty straightforward. One, we have two fulltime professional competitions in our entire sport. If Australia and England start picking players on residency ground, the rest of international football is stuffed. Just about every good player lives in those two countries.

The exceptions are the Warrors and Catalan. New Zealand used the residency rule to get through a difficult period by picking Brent Webb and Nathan Fien. They don't need it anymore. France probably do still need it.

But, sorry France, it's time for the residency rule to be scrapped as long as it is legal to do so. It adds nothing to our game. Because all the good players live in two of the top three countries, the residency rule can only serve to make the strong stronger which is obviously against the interests of international rugby league.

Keeping the rule just makes international rugby league - as it is in many other sports - like club competition, where you "recruit" the best players from elsewhere using whatever attractions are at your disposal. Except there's no salary cap - again, rich get richer.

So if that happens, we need to treat internationals like club games and impose artificial structures to level the playing field, like import quotas and the like.

But because we have just two fulltime club competitions, if we scrap the residency rule we can save ourselves all that hassle.

I'M going to take an unpopular viewpoint on this whole gambling industry thing.

Gambling is a terrible scourge on society. OK, drinking is too. But you can't buy alcohol at most corner stores - you can gamble in any one of a dozen ways at the same store.

If rugby league needs gambling to survive, frankly it doesn't deserve to survive. If it can't organise itself as a community sport well enough to share the profits of millions of dollars in television rights and the government grants that come with keeping kids healthy, then it only has itself to blame for the damage done by attempts to save problem gamblers from themselves.

I am not philosophically in favour of a "nanny state". But I understand the reasons you can't take your Uzi into McDonalds. To me, it's OK to draw the line of personal freedom on the state's side when it comes to addictions, of which gambling is one.

Rugby league's defence of the gaming industry is motivated purely by self-interest. Self interest usually rots rugby league from within, so everyone in the game has a very good grasp on the concept and how to use it in their favour.

A QUICK note on the Stewarts v Gallop imbroglio.

We have said here before that we believe Brett Stewart has grounds for complaint. The key question here is: would Stewart have been suspended for a month had he NOT been charged with sexual assault?

I don't believe he would have.

But to bring it up on the dias on grand final day was a terrible idea. It detracted from the game which came before and alienated some of the few supporters (outside of Manly fans) that the Stewarts have in their corner.

If Brett wanted to continue his quest for an apology, why not tell Gallop that he wanted to meet at a later date?


Sea Eagles accept NRL fine and suspensions

The Manly Sea Eagles today accepted the $50,000 fine and contrary conduct charges against four players as a result of last Friday's round 25 match against Melbourne Storm at Brookvale Oval.

Sea Eagles COO David Perry said the club had decided it was time to move on.

"The club needs to focus on the final series around the corner not on what unfortunately happened at Brookvale Oval last Friday night.

"The team has worked hard since November last year to be in a coveted second position with one round remaining and we will be highly competitive against Brisbane on Sunday.

"We accept the fine and the charges as laid down by the Video review Committee.

"However, we will supporting Glenn Stewart at the judiciary hearing tomorrow night and are expecting a fair hearing.

"The players are remorseful for what has happened last Friday night and the Sea Eagles accept responsibility for the outcome and look forward to putting the matter behind us," Mr. Perry said.

Stewart will be represented at tomorrow night's judiciary hearing by Christopher Branson SC.
